Neutral/evil cleric, channel negative energy, just change how it's described.
Clerics can be evil aligned. They become necromancers essentially. At least in 3.5 they can, idk about the others.

There was a Cleric in the second run of D&D me and my friends did. He pulled us into a room in the dungeon and said "shhh the demon lord is coming." My friend decided to go to sleep for some reason, but I'm not an idiot, and so stayed awake. The cleric tried to murder both of us by silencing the room, pulling out a kitchen knife, attempting to paralyze me, and then attempting to stab my sleepy friend. Fortunately I rolled well enough to resist and set the guy on fire, then stole his stuff.

Don't know which game you are playing but if it's 3e or Pathfinder (I can't remember for 5e at the moment) Charisma is used for many of the Paladin's special abilities, not just for negotiation... in other words, it contributes directly to your ability to "beat up the evil things."
That's why a 3 charisma paladin is terrible.

I'm playing mutants and masterminds. 3 charisma is actually somewhat above the norm, but not too terribly great.

Required a lot of buildup, and was evil as hell, but hey you get to implant people with chestbursters made out of their own organs, what's not to love

I can't quite remember his beginning stats, but I think they went something like this:
18 (00) Str, 18 Dex, 12 Con, 12 Int, 16 Wis, 8 Cha, 10 Com

"Lawful" is less about law, more about order. Upholding hierarchy, following orders(to the letter, in an extreme case), and making sure no crime goes unpunished.

The D&D alignment system sucks and trying to think about clear interpretations of the alignments is futile.

Somewhere in these 254 pages there was actually a multi-page discussion of alignments and iirc it ended with everyone agreeing that the 9 alignments are dumb.
