I reinstalled Skyrim recently and holy shit my performance is horrible. I'm getting like barely 20-25 FPS outside. I've installed some mods, but none of them seem like anything that would impact performance much. Is there some tweak or something to do with Skyrim to make the performance not horrible or is it just like that for everyone?

What mods you using, some can be quite heavy despite doing very little.

It's like that in [b]every[/b] ENB I use. The aspect ratio gets entirely skewed from the bottom and in exterior cells there's a dark blur covering more than half the screen.
This is an entirely fresh install of Skyrim (legendary w/ all DLC) using only the unofficial patches (disregard the mods in the screenshots, they've been disabled since). I've removed and re-added ENB about a dozen times, changed the settings in enblocal and skyrimprefs countless times and I can't figure it out.

I'm running the latest ATI drivers so I'm thinking that might be the cause.

I also have the Static Mesh Improvement Mod, the XCE character texture improvement mod and also some small animation improvement mods. I read somewhere that the lighting enhancement mod might have a performance impact, but disabling that didn't make any difference.

Doesn't ELFX need a patch for SMIM that prevents it from doing weird stuff? I don't think that's what's causing your performance, but it's something you should look into.

I did install a compatibility thing but it was only some models, it didn't have a .esp file.

smim does have an impact, and locational damage is pretty bad for it too.
try disabling one an the other, see if they do much
failing that, start look at performance boosting mods
Ok well I uninstalled SMIM and disabled location damage, it had a slight improvement so now it at least runs at around 30 fps usually, which is okay but still not that great.
So I tried out that Extensible Follower Framework mod Maverick posted a while back. It's REALLY good, though it has some small issues. For one thing, the change follower tattoo feature doesn't work with RaceMenu, unfortunately.
Second, the collect command is...strange. I commanded Belrand to collect ingredients, and he just stood by me with a nirnroot a few meters from him. I told Benor to collect armor, and he ran up to a random child and began circling him until I told him to stop searching.

Did it give you the radial menu, I wasn't entirely sure if that was an optional download.

Not all of its current versions are actually current, you have to use the download titled Extensible Follower Framework v4-0-0 for the radial menu.

Why are people still using Locational Damage?
That mod has been bugged for a while now. It came out in March 2013, and I remember a game update or an SKSE update that caused exponentially delayed damages and also had a lot of recursion errors or something along those lines.
Finally finished modding skyrim and getting it stable (146 mods), it has been frustrating to say the least. Definitely worth it in the end though.

The Aedra have little power in the mortal realm, mostly because they're all really tired from pouring most of their combined energies in to make the damn thing. The reason the daedra are so powerful, and the reason they are different, is because they didn't pour unfathomable power into the world to create it.

Alright, so, I found the issue to this problem. It's something to do with Mod Organizer.
Launching Skyrim via Mod Organizer (using SKSE) causes the issue to appear. Launching solely through skse_loader.exe without Mod Organizer corrects the issue. ONLY the unofficial patches for Skyrim/DLC are enabled. Anyone have any idea what Mod Organizer is fucking up to be causing this? I'll reinstall MO in the meantime and see if anything changes (doubt it tho).

Yeah, reinstalling MO did nothing. Manually sorting load order according to what MO has sorted and then just using skse_loader to launch the game without MO works fine. Shits fucked.
Ok so I installed a mod that actually displays my fps and how much memory Skyrim is using and it only seems to use like 1 gig even though it detects there being 4 gigs of memory available. I thought one of the patches was supposed make Skyrim use more memory or could this be because of other reasons?

The thing that makes Skyrim use more memory is how many mods you have installed. You actually don't want it to use too much RAM because it will CTD if it goes above 3.1GB because it uses ancient 32-bit architecture. Easiest way to sort-of fix this problem is to install ENBoost, which better manages the game's memory usage when you have tons of mods installed.
