It's an issue since Fallout 3. The fame and infamy systems are gone since then, so now NPCs don't have a universal check on if they like you more or not based on how famous/infamous you are.

If you believe that the imperials are bad, then you're a fool.
Fighting the Imperials in skyrim weakens the force that could stand a chance against the Thalmor. Remember, the Empire overall isn't happy that Talos isn't a god anymore. It's just that the Nords are too prideful to accept that Talos has to be a mortal until the Thalmor are gone..
Not to mention, if it wasn't for the Imperials signing the White-Gold Concordat, the Thalmor would've killed all of them, and the Nords of Skyrim probably would've been next on their shit list.

The way I see it, the Emperor did what he had to in signing the concordat, and anyone who says they wouldn't have done the same is a damn liar.
The Empire only barely retook the capital, they signed the Concordant because they were utterly exhausted. Skyrim and High Rock were the only provinces unoccupied and Hammerfell had already been abandoned by the Legion, though the Redguards were doing pretty well on their own.
It's kinda hinted that the Empire intends to fight the Elves once the Skyrim war is done, pretty sure Tullus says exactly that if you kill Ulfric actually

Like I can trust an Empire that got its ass kicked the first time around. I side with Stormcloaks because I play Nord, I'm the Dragonborn (real force multiplier), those fuckers tried to kill me when I was innocent of being involved, and with the reconstruction of the Blades they sure are eager for some revenge on those Elf fucks.
With that, and being allied with HighRock, Black Marsh, and Hammerfell, the Thalmor wouldn't stand a chance.

If you're saying the Stormcloaks are going to ally with all those folks...no way in hell would they do that. It's a war of independence, and even the threat of the Thalmor couldn't convince them to go back on that.
Also that Imperial Captain was just an impatient jerkbutt.
If Skyrim became an independent state, wouldn't it be easier for diplomacy without being apart of the Empire.
You know Falkreath seems like it'd be a cool hold since the whole being in the pretty pine forest thing. Then you realize that everything in there is obsessed with dead people because that's the only thing that's in Falkreath.
Dead people.
Everyone just names their shops and farms not after the dead people that might be buried there, just names them after the [i]existence[/i] of nearby dead buried people.

But they're not interested in diplomacy, they're interested in [B]NORDS[/B]
The Stormcloaks seem pretty confident they'll repel the Thalmor on their own, purely by virtue of being [B]NORDS[/B]
They'd be able to repel them from skyrim currently, but Ulfric isn't stupid. He's a veteran of that war and even with the strength of many provinces they still lost. He knows not to charge blindly, plus all the Humans hate Elfs, Dark Elfs hate Thalmor, and I'm not sure on the Argonian stance.

Argonians look like they're trying to withdraw from the rest of Cyrodiil and leave them to their fates, what with all the building of their military forces and the recalling of the Argonians back in the Oblivion Crisis. Dark elves hate the Thalmor, but I don't believe either side is interested in coming at the other right now; Thalmor will probably save them for later. Redguards are busy with their own problems, High Rock is such a mess of political scheming they'll likely be too busy to lend a hand as well, and obviously the Legion isn't going to be helping out.
Also Ulfric is sufficiently stupid that the Thalmor consider him an unwitting ally. He's an inspiring leader, and a good warrior, but not a whole lot more than that.
How is Hammerfell in difficulty?
I think the Bretons would be willing to work together to not be slaves.

Hammerfell beat the Thalmor, but they'll be back. Just like the Empire, they need a breather and time to rebuild, they can't just go around helping other nations full of silly [B]NORDS[/B]
The impact of the fall of the Empire is that none of the provinces can ever be bothered to work together without it. Tamriel was in constant chaos without it, and every time the Empire falls the rivalries and apathy flares back up.

Would the thalmor even bother dealing with the non-man races? I thought they only needed to wipe out worship of Talos and the 'human' races and then they can once again experience the joy of non-linear time or whatever, like getting a technological victory in a civ game, everyone else can just go piss off.
The Thalmor are bad motherfuckers though. This isn't the Empires of old that conquered in the name of unity and peace. The thalmor wish to eradicate those they don't agree with. Its a much better cause to fight for.
