Inf should be able to do more in CQC as their name implies it but being able to one shot people is power nobody should have especially not infs.

I don't have a problem I racked up a 1000+ kills with my hailstorm as inf in a month but I still feel the weapons could be better.

Not if you want to try and take on a heavy. My hailstorm has a 60 round magazine and a heavy can take almost the entire thing. It takes so long to kill a heavy they have more than enough time to turn around and kill you. That is just silly.

Maybe try not using the low-power large-magazine SMG if your goal is being "king of indoor combat". You should be using the Armistice or a close-range bolt and heavy handgun for ninja Infiltrator.

No HA build in the game can survive more than 20 rounds at 125 damage up close.

Oh the game is plenty retarded it's just a question of whether or not you can find something you enjoy in it.
Advice sorta requires budget, faction preference, and preferred FPS roles, since each faction limits free players to some radically different shit initially and the late game for multiple roles is radically different.

Your problem is you're trying to take on the heaviest armoured class with the least armoured class with a weaker weapon, and expecting to win just by spraying tiny bullets into his [i]heavily armoured body[/i]. That is what's silly. Either take the extra half a second to aim for the head or pick another target.

Okay, reinstalling this game now seeing that I haven't played since the beta. Did they fix most of the optimization issues? My GFX card is a complete piece of shit (ASUS HD 6450, make all the jokes you want), but at the very least it can run games medium to low settings at an acceptable 30-45 frames if I turn the fancy stuff like bloom and anti-aliasing off.
The last time I played (beta) I had to turn everything to extreme bottom to get decent FPS, but I still got decent FPS. Hoping that I can turn graphics up a tad bit and get about the same.
Also, anything else I should know about what's changed before hopping in?
I tried a month ago and even on my gtx580 and i7920@4.0ghz the fps was still so bad on all settings. Its really pathetic.

Get the SOAS-20 automatic rifle. It has more range, can put down more damage faster (AFAIK) than the Hailstorm, carries a good supply of spare ammo, its firing noise will make players think there's a sniper nearby rather than a face-rapey scout rifle, and it's cheap - 250 certs IIRC.
You can't run into a room and kill four people with one mag like you can with the Hailstorm, but you can actually kill players more than 10 feet away with it.

I recommend the ghost/TSAR over the scout rifles, heavies can't turn on their shields if you put a bullet in their head and oneshot em.
I got the TSAR because hey it's a bolt action for TR that doesn't cost 1k certs and I can't seem to get headshots when I'm actually trying to, most of my faggot one hit kills were me going bleh while aiming down my 4x scope

Shove a 2x reflex sight on it instead, possibly a suppressor if you keep getting tracked down, and try tuning your ADS sensitivity instead of your "scoped" sensitivity, since the game is fairly buggy with the way it handles sensitivities.
I'm actually getting into my TR character again, i swear some of the bolt action rifles are different in sound (atleast the bolt is.) and i also swear some guns have new(er) models?

Only if you're doing it at point blank and following up with a knife or Commissioner headshot. You shoot an NW5 HA in the head (and more and more of them are going that route), all you did was reduce him to ~800 effective health. At 900-1000 yourself, you're not going to do terribly much against an LMG while reloading that bolt or trying to use a normal handgun.
