Assuming how it is on the server server right now is how it will be it is mighty fine, the movement there is still very useful and the damage is decent, it does depend though on how much easier it is for enemies to kill you with it(though you can turn it off if you see spikes of incoming damage). Also the Vortex on the test server are bugged atm and do a lot less damage than they do live.

You take effectively double damage to dish out next to nought extra.
Again at max level and it has to be fully certed to max rank and even then it takes ONE less bullet to kill a man that otherwise so if you don't max it the damage vs Infantry is nonexistent.
Oh and the damage does NOT apply to Anti Vehicle weapons or any of the max weapons besides anti infantry.

So basically all zoe does is make it so vanu max's are on par with the other max's only for anti-infantry lol

I mean, lockdown works for everything, and the shield... seems useless I give you. But the NC max is still pretty rape.

Now you're spreading misinformation. You take double damage from infantry fire, which is still pretty shit. Enemy AI maxes will deal a lot of damage to you, but nothing else aside from swarms of infantry. For explosions you still have flak armor and AP rounds will still buttmongle you, I don't see how the armor reduction is that much of an issue. You're also wrong about it not applying to AV and AA weapons, ZOE applies on all weapons but it scales differently on each weapon(same as with lockdown to prevent AA being stupidly overpowered).
As for the one-bullet on quasars, who cares? They still have a stupidly low TTK on infantry and ZOE shouldn't make it significantly lower.

The main issue here is we're getting a really boring half arsed upgrade that's lackluster compared to the other two and kinda defeats the role of a MAX.
You effectively become a slightly taller heavy assault and your health is near the same as a HA with his shields on while using ZoE.

I find it far more interesting than the NC one, and the TR one is good in some situations, useless in others just like the prowler version. I find ZOE to be the best of the three, it's also the most visually badass one.

While I agree some of the effects are neat, I find the neon pink model overlay to be pretty lackluster.... They could have at least made it Teal or actual purple. And something a little more interesting than the same effect the use for the HA shields (Just like I predicted)

Fair enough. One thing I like is that it increases your dps without consuming more ammo. TR MAXes will run outta juice extremely quickly without an engineer babysitting them(though lockdown goes very well with engineers). On top of this Lockdowned TR MAXes lose a lot of accuracy due to their insane ROF, VS MAXes just gets a flat out damage buff without losing accuracy or ammo efficiency. But you're right, ZOE doesn't feel like something you want to use for a specific moment but more of a hurrdurr im pink and a little bit stronger.

Again the DPS increase is Minimal, to the point where you do need to spend 2400 in certs just to make it take one less bullet to kill an infantry guy.
Now I'm all for it not making the ZoE an "I win at anti air!" button but again the difference in DPS is much MUCH smaller than what people think it is, it's main power literally comes from your ability to get in close and run circles around the enemy dodging their fire so you can take advantage of close range.
But that is pretty much EXACTLY what the light assult does anyway and the reason they said they didn't want to add the VS jumpjets back in was because it would "Make the light assault pointless"

Been waiting on this to happen, finally NC will have the numbers to fight TR during alerts, and vanu can do vanu stuff, like stay on indar.
Some Vanu-heavy server needs to merge with Waterson, it's always TR and NC slugging it out while Vanu kind of cries in the corner

They openend up with way too many servers on launch. The population is actually pretty stable right now. Some people who "quit" are waiting for new features/continents to be added.
