Allow Wisp to tether enemies. Low on mana? Teleport you and an enemy into base.

So Invoker could basically cast 10 spells in succession every 2 seconds with Scepter. There would have to be at least 20 spells in his arsenal for that to even make any sense.

No it's not, it's giving you a reason to get goot at invoking so you can use all his spells at your will according to the situation
