It's Japanese Alaska, the Japanese won it from the Russians when they joined China (which is somehow Heavenly Kingdom) in its war against Russia. In NMM, Canada is mostly a puppet named Rupert's Land that will slowly gain British territory and then independence as Canada.

I knew it was Rupert's Land. I didn't realize you were playing NNM, I thought it was PDM, which is why I thought it was strange because AI doesn't release dominions like that in the mod. Is the Maritime Union also independent?
