"Raise Tribal Army" and it costs 500 prestige. Where he got that prestige I cannot say.
Also I have had some trouble with Slavic pagans summoning random other slavs near me in their own offensive wars despite not having alliances, so be careful about that happening with Suomi as well since I think pagan alliances are bugged. This makes the game 10x as hard as it needs to be when you include the fact that half of the holdings don't upgrade when you introduce feudalism, which means your levies are reduced to 25% for about 50 years until you can build keeps everywhere.
I might retry forming Lithuania and the Wendish Empire as a Romuva again without cheats, but at the moment it is practically impossible without having ~9k gold for mercs at all times
I love driving people insane when they go into hiding.
Sent a tribal chief into a hiding, had his spymaster, two concubines, court chaplain, and courtier in my plot. He eventually goes mad, depressed and ruins his relations with his vassal and subjects.
Had two chances to kill him and spent a lot of money but both times failed. :(

When you colonize a province, autonomy stays stuck at 50%, and it never goes up or down.
