No, that's still a usual possibility. Because of their Crimean colonies they end up having their entire army over there when the hordes attack them and become super-Genoa if left alone to that due to province colonisation.

I've seen it. They usually lose all of it by the endgame and instead focus on colonizing America.

That's my friends theory anyway.

Turns out Germany simultaneously annexing Finland and the Soviet Union [I]will[/I] crash your game without you being able to prevent it, which is a shame because that save state is essentially useless to me now

So Bohemia has been reduced to a single province. I'm at war and have successfully sieged it so I am at a hundred warscore. But the annex button is grayed out. Is Bohemia a province that can never be taken?

Are you at war with anyone else in their alliance? No reason I can think of that preventing annexation, but always worth checking to make sure. Get relations up before the truce ends then demand their annexation, you might need some spheres to boost that happening, since there's always a good chance they'll reject annexation.

They didn't have any allies and even the cede provinces button in the demand tribute menu was greyed out.
