Well unless you want to build your own dll(s), I guess theres no way. I've already tried with everything that has come to mind without coding anything.
I've tried using the Unity Coop mod, Sven coop (3.0 of course), and building my own hl.dll with simple modifications.
Now when I think about it, [I]maybe[/I] it would work if you replaced the info_player_start with info_player_deathmatch and play it in Sven Coop 3.0.

the mod basically revolves around visiting maps back and forth with events and buttons being activated in external areas.
I think that withbsome modifications, it could work with co-op.
Like adding player locks at load points so both players need to go together.

a server starts a map from point A to point B. If you load the next area (point C) and need to go back to point B, you have to do point A again.
sven co-op had the same problem with HL1 and the way they "solved" it is they made a completely new map that is basically a clone of the problematic area, just with a new spawnpoint and new events.
difference with this mod is that there are WAY too many things to accomplish within a single playthrough. There is also no way for the game to remember how many secrets you unlocked in such an environment, since the maps keep restarting themselves.

there are new planks and things that appear for you to walk on.
though there is a new tram that spawns aswell, but it doesn't seem to go far

The tram is just there for the peeps who missed the secret in that area.
I'll admit, I found that one by accident. I was trying to figure out the speed test and the next thing I know I'm sailing through the air and opening up a Windows XP laptop...
