It being at E3 was the first I've heard of it, and I'm extremely hyped for it.

Why would they though? They're getting enough money from DotA 2 and TF2 and their unstructured development team management wouldn't ensure people would work on another Half-Life anyways.

The reasoning they stated was that they don't believe that they could actually meet the expectations of the HL3 hype that has built up for so long and don't want to crush people's hopes.
To be fair, that's sort of understandable although I think they could make it decent if they actually did release it.
