This was really early in development so unless he had a change of plans? I wouldn't be able to provide the source on that because it was months ago, but regardless there was a really big Q&A with Wollay and he talked about Steam.

There is a reason why Humble Store is popular among Indie Devs these days. So they don't have to worry about this shit. Messily 5% fee!

It's a matter of professionalism. You better be prepared to make sure launches go smooth to prevent things like this in the first place.

The tech demo is simulating the extreme case of the game. So if the tech demo runs, and the panning world is moving smoothly, then you can run the game smoothly.
The tech demo is literally just to see if it'll run. It's not supposed to do anything else, other than crash with any key press.
