I remember shooting people in the head with the Green Dragon with regular rounds and it doing nothing, yet it oneshots exoskeleton guys on a body shot with DU rounds.
Where the hell is this "unique artifact" in Cordon in SGM 2.2? The only artifact I've found so far was on a dead bandit since there's no anomaly fields.

SGM is weird with the way it randomizes the location of quest items. I remember one artifact I had to get from the gas swamp in Zaton was stuck in an anomaly so I had to shoot it out of the hole it was in. I guess you could also check the tunnel under the railroad, you might have luck with that.

I think I spent about an hour combing the empty hallways, and it was [I]nowhere near[/I] the dead guy!
How the hell do I get out of cordon and into the actual game anyway, there's jack shit in cordon.

After a bit of raiding, you'll get the opportunity to go to the swamps. I'd strongly recommend just getting david.me Zaton start from his ModDB page, Cordon and Marsh are really boring in SGM 2.2.

I went to the Sawmill on CoP Redux and managed to quicksave just before an emission. I ran inside the house but it didn't protect me, I have about 45 seconds or 1 minute to get to actual shelter. Where's the closest place I can go? None of the buildings within the sawmill protect me
