Why isn't Phineas showing up, I have qualifications for quite a number of badges, or does he only appear on certain weekdays?

I guess I got lucky with having 100% approval rating as soon as my house was built. Though I STILL have to wait another day for the permit, oh well.

For some reason, whenever I try to scan a QR Code with the sewing machine, the camera never detects any QR Codes I place in front of it. When I leave the camera, Sable tells me, "Hmm... It seems Nintendo 3DS Camera did not launch." Does anyone know what I can do about this? My camera isn't dirty or anything and I've tried scanning QR codes I've printed and QR codes directly on my computer screen and my camera never detects it.
