The golden stag itself starts appearing after 5 PM. But there's still a clutter of other bugs that still continue to spawn so it would be difficult to find that beetle around that time.

While the prices rises, the price of public projects and house debts stay the same. So you can pay those off more easily.
People who come to your town can sell for more and leave to buy at normal price.
