Is the rainbow the only one you downloaded? Maybe the eu ones are on a delay. Also make sure it saw the hotspot in the home menu

If you add it once it will auto connect the rest

They were able to speak English, interestingly enough. Not sure how fluent they are though. I'm sort of regretting the decision now though because I'm getting random swapnote messages in Japanese from that person, with a few Mii QR codes I haven't taken a look at yet. I think I should avoid international island rides from now on.
