When was the game released in japan? Hasn't it been out ages there

I haven't played online yet. Can you only play online with people who are your best friends? Every time I try to visit other faraway towns, the list is completely empty. Also, how do you get best friends?

So far, the search isn't working well. The first guy I met was a dude with a Bear hat and a Mario shirt. The first and only thing he did was picking up the net from the Gyroid. He hit me with it for a whole minute, and left.
