i think you get the garden shop after 5 days and kicks after spending 10k in the able sisters shop.
shampoodle is above able i think, not sure how to get that yet.
the alley next to nooks homes is club lol, and the building left of that is the dream suite.

Did you check any of the stores? Any other villagers homes (maybe she's visiting?)? Did you check the museum or the streetpass area?

They will sell 2 random tools each day, so you'll have to wait until tomorrow or buy it from someone else's town who does have one in stock

They'll only carry either a fishing rod or bug net each day.

Get advice from Isabelle until she offers to let you buy a fishing rod.
All the stores in this game offer a selection of items and then switch everything out the next day. So one day the Nooklings could be selling only a shovel and a bug net in the tools section and then sell a fishing rod and a bug net the next day. They only offer one of each item available (with the exception of wrapping paper and paper for letters) each day too.

It is, I think it's unlocked after spending 12k bells between Able Sisters and Kicks and 7 days after Kicks has opened.
