So I went to the museum and found Monique there. I went to retail and she was also there. I feel like that bit in Harry Potter where Hermione was pretty much everywhere by using the time turner.

Of course, they'll need to be present in the outside world somewhere in case you need to give them a delivery, because you can't do it there. The REAL villagers will be present at shops, or the museum, or otherwise in their homes or outdoors.
