None of the DLC for previous games cost anything though that could change.

Paid off my first debt and already nearly finished with my second whenever Nook opens up.
Despite my towns distressing lack of Punchy though I'm super psyched for my villagers. They're all kinda crazy minus one that seems to be the "one sane man" of the group.
Then I noticed some kind of mexican wrestling neighbor seems to be moving in so crazytown would of fit.

You can build stuff as you like, i.e. "There's no bridge here, but it would be a good idea." You can finally build a damn bridge where it would come in handy instead of giving Tortimer 200,000 bells for him to build a bridge to a featureless island with 5 other bridges connected to it.
You can pass laws (I forgot what the game calls them) that make plants not wilt, or people to stay up earlier or later. You can also change the style of the town hall after you get a perfect town rating.

The only way to really "decide" where their houses will go is to place Public Works Projects where you DON'T want them to move. Sadly they WILL move onto patterns, flowers, and trees. (but thankfully not Public Works.)
