To be fair, there ARE some discrepancies: If you've never spoken to a villager before, they won't change clothes. Smug and Snooty villagers will be unlikely to wear clothing that doesn't match their unique preference (the same sort of items they like most on their birthdays). There is a small chance that a villager will choose not to wear what you send them for unknown reasons. They may simply put what you send them in their house instead. I've heard of cases where a villager replaced nearly all of their furniture with shirts before they finally chose to wear one.
If you want a 100% chance for them to wear what you send them, send them two copies of it. They'll put one in their house and wear the other one.

Putting key phrases such as "wear this" or "wear it" will increase your chance they'll don it immediately. Being negative or insulting will negate this, so write it nicely. It's not 100%, but wording it in a way telling them to change will increase the likelihood they'll do so. I made Kabuki wear a kung-fu shirt to replace the red bar shirt he got from a favor. And, as a reminder, mail delivery is at 5 and 5, so you'll have to wait until then to see if it worked. I recommend saving and quitting before 5 and logging back in after to make sure all of them get their mail.
It doesn't always work. I sent Drift a shirt saying "wear this" and he sent me something like "uuhhh, maybe you're into that but not me no thanks" and despite that he now keeps it in his house without ever wearing it. Drift is a Jock by the way.
I always write terrible things to my villagers and get letters back telling me how wonderful and inspiring messages such as "Shit man there's like 2 wolfs in town run to the hills" and "Yo dude I don't think you've noticed but there's a sheep ripe for eating walking around town" are.

Got a 3ds XL and this for my birthday the other day. It's my first Animal Crossing game. I'm pretty amazed that a villager moved from my friend's village to mine, and then she recognises him when he visits.
The fictional set for the fictional web-show "Dork Reviews" is finally all put together. No, it's just folks from out of town stopping by to sample your town's coffee. Though if you serve coffee to one and they move in later, they'll recognize you.
