It's a carry-over from the first game. The TVs didn't used to have broadcasting, just an animated texture and sound. They've been absent for a while, but New Leaf brought them back as 'commercials'.

I am currently aware of those, but at the same time both Salmon and King Salmon have this wierd 'progression' though the Month, switching spawning locations half way though.
I was wondering if there was a 'best' time, since I am currently aware they can spawn 24/7.

I think you have to water them. They don't get sparkly as they do when you water them.
