It has to rain the day before, and it should never rain the next day. That day is when the Reset Center will open.

The reason for this, as Don explains eventually, is because the hatch is very leaky when it rains, forcing them to leave it open for the atrium to dry the day after it stops.
They do this late at night so as few people notice as possible.

Was not the Gamecube version and City Folks both play in 60FPS..? Actually, I never play the home console version, but judging the video that I watched on Youtube, it seems like they are running in 60FPS..
Okay, so I made a new town since I didn't like the layout and it hasn't been more than 3 days and the Garden Shop is already building. I don't know what exactly I did, I planted like 4-5 trees and water some Flower to get the Development Permit.

YouTube doesn't play videos in 60 FPS, so you wouldn't tell.

I played the Gamecube version recently and I will say that you definitely run faster, it's harder to tell though since you're always stopping when you move to another acre.
I may be remembering wrong, but I believe they slowed the character down because the fast speed plus rolling world of City Folk gave some people intense nausea.
The slower speed combined with a slightly deeper rolling effect in New Leaf seems to have eased this to near nonexistence.
Let's not forget that the towns in PG and CF were a lot bigger.
So if you ran as fast as you did in them, you'd be able to cover your entire town in next to no time at all.
Man, I haven't played in ages, I'm worried that I'll boot up the game and my village will be deserted, it used to be so prosperous too, damnit.
So what's the usual going rate for Nintendo items, is Wallpaper/Floor lower priced than interactive pieces of furniture? is there some sort of weird Popularity:Bells thing of some sort...?

You can invite one camper even if your village is full, if you haven't invited a camper before.
Only 9 villagers will come in on their own. The tenth is acquired from the campsite.

You can also get a tenth villager from streetpass, but as far as i've read, nine is the default limit.

i stopped playing for 3 weeks i come back to losing one villager and my town being perfect status al i did was leave it on the beautiful town ordinance

Isn't it more just the fact that the tenth slot is always reserved for a camper/streetpass neighbor?
Since if you have ten neighbors, you will be unable to ask campers to move in, which is especially crappy if it's a neighbor you would want to have in your town as there's no way of getting them to move in.
You know, it's kinda weird how the game now stores 16 neighbors in total that have moved out for StreetPass/Multiplayer passing (previous games stored 1), and keeps record of them even after they moved out, while at most only 10 animals can live in your town at the same time.

Slot ten isn't just limited to Streetpass and campsite. I've received a tenth villager several times from someone coming to my town shortly after a villager moved away in theirs. Ditto with requesting foreign villagers move to my own town.
Personally, I call slot ten the "Interactive Slot", as it's the only time you can ever reliably choose who your next villager will be. If you somehow wind up with eight, a randomized replacement ninth will move in very shortly (between 1 and 4 days), and can't be overridden by campers or foreigners. Only slot ten can be changed in this manner unless you have yet to get nine villagers for the first time.
