How many villagers can your town hold at one time, or does it matter with how many buildings you put in?

I'm on 9 and i'm about to lose Rodney on the 24th. If someone wants him please tell me how to give him to someone.

He doesn't mean only one will move in from the camp, but that there will be at least one villager that moves in from the camp(or other social interactions such as streetpass).
