After your first house expansion after the tent, Tortimer will go to your Dock. Talk to him, and the next day Kapp'n will be there to boat you to the island.

Only way to re-name your town is to start a new town all over again.
Unless later in the game when you have mayor powers you can change the name. I don't know.
Also is there anyones town open? I want to just visit some other place that isn't my town.

I don't know if I'm seriously misunderstanding the Bug-Off here but.... i keep getting 80-odd point bugs but for some reason Nat says it isn't high score - a 67 point bug is apparently the high score instead.... Any help here? Because i seriously don't understand why my high-scoring bugs keep getting rejected :(
