Especially so in a series with protagonists like Joseph, Johnny, and Jolyne.

What rahkshi said, he's just really boring. His only real character trait is "cool" and "serious all the time." He has zero defining character traits or motives besides "yeah grandpappy whats me to kill the bad guy so I guessssssss I'll do it, yare yare daze."
He's way better in part 4, 5 (for like 3 panels), and 6, probably because Araki hit the money spot for storytelling and characters after he finished 3.

also star platinum was probably designed by an 8 year old.

Well Star Platinum's design was made around when stands were being introduced. His design is fairly tame compared to later entries in the series. If you think about it, a lot of the character's stands are really standard in part 3 save for probably vanilla ice, that creepy child guy, and whoever cuz I cant think of anymore.
Star Platinum is fairly shounen esque as far as a hero power goes, so I didn't have any qualms about it. I mean he punches really fast, that's cool right?

While Jotaro and his stand aren't exactly that interesting, you have to give them credit for being able to get shit done, even as a little kid
