There are a surprising number. Protagonist of Crysis 2 is a corpse in a suit. LISA during the game. Dragoons from StarCraft.
Plenty of characters are emotionally or psychologically disabled.

Yeah, Overkill might not always be good about communicating things, but they're very patient considering the uproar that happens almost every content addition.

Yeah, it would also be a cool excuse for adding new weapons, and make for a very interesting dynamic of the crew jumping back and forth between Gage and Butcher as their source for gear and jobs, not really caring about which side they're on in the fight between the two as long as they can profit from it, while Gage and Butcher keep trying to one up each other in terms of what they're selling (a story excuse for OVK to put the DLC content levels back where they used to be perhaps).

What makes the CAR-4 so great is only after considering either the Gage Mod Courier or the AK/CAR Mod Pack. Without those, weapons like the UAR (at 42/16/23 and 120 ammo in reserve,) and the JP36 (at 35/16/23 and a monstrous 180 ammo in reserve,) are much better weapons. Meanwhile, the AMR-16 does roughly the same as the UAR with 30 less ammo in reserve. (That said, the CAR-4 is still probably the highest concealment primary you can get without DLC.)
As for other best free weapons you have the Chimano Custom, the Kobus 90, the Loco, and the Judge among others make appearances as incredibly strong contenders without needing any DLC mods.

What is with the lack of love with Dodge Builds?
I love the idea of hit and run in this game, useful for drawing aggro from Shields so everyone can kill them or completely screw with their AI and get the kill.
Ive seen people cuss the hell out of the idea of first aid kits and yet they waste the hell out of their doctor bags with like 1 down. Its silly.

I would say it's a combination of three different things:
1. Ignorance of the game mechanics. "Oh he's wearing a suit, what a fucking idiot this is a loud heist he'll die in seconds!" Probably not as big a thing now that dodge actually shows up as a stat, but we all know there are people out there who don't look at stats.
2. Proliferation of dodge scrubs. Thanks to all these guides going "Yeah dodge is better than armour you should play dodge!", you get tons of idiots who suck at the game using a dodge build like they're invincible with it (Running into hordes of enemies/tasers/etc) and fucking things up for the team. They're so bad that some people just kick suit-wearing people instantly.
3. Selfish dodge players who treat their FAKs like a personal health stash, never sharing them with the team, even when asked. If you do see a dodge player in a pub, chances are they'd just leave you on 1% health rather than drop one of their precious FAKs.
