It's better than Dark Heresy in terms of game mechanics. It's the same general rules presented in a better way, and instead of acolytes working for an inquisitor you are a small squad working for the IG (or Mechanicus if you play Skitarii). It's not THAT lethal, if you aren't against shit that you are wildly unprepared for (starting PCs against a CSM for example), and with Comrades you get a lot of very effective combat shit you can do.
It's a lot of fun if you are into more military oriented campaigns rather than Dark Heresy's or low level Black Crusade's more subterfuge oriented gameplay, but don't want to be a Space Marine.

Anyone have any tips on making a "fuck shit up" pathfinder barbarian? The party I'm in, everyone is just about Chaotic Neutral, and I'm playing as a Kobold that has 16 strength. My constitution is pretty crap, but I took Toughness as my first feat for that +3 HP. I also have 17 AC and a Great Axe (1d10 dmg).

Honestly between having an okay STR, shit CON (how shit is it?) And being a Kobold (Small sized) you're not shaping up to be the most effective of Barbarians.
I know I'm sounding like a no-fun Nancy, but I'm not keen on giving you the A-Okay when there's a very real possibility you're going to feel like a drag to the team ten sessions in.

A Barbarian with poor CON, poor DEX and poor WIS is going to be a very dead Barbarian unless the DM deliberately holds back for most of the campaign. The STR is great but you're going to fall into the issue with odd number modifiers where a +3 gives you a +4 damage total while +4 gives you +6 (and while raging, a +7 as opposed to a +9.) That being said, many Rage Powers negate much of the problems with poor Saves, and since this is a laidback campaign you're very likely to survive into the mid-game when a good selection of Rage Powers eliminates issues elsewhere (in the same way a Paladin can sacrifice WIS and have 10-12 DEX because of Divine Grace.)
The HP is right if you factor in Favored Class Bonus, which would make it 15 HP.
Are you insistent on playing Kobold? I quite like the idea of being an almost 3ft raging barbarian kobold. Roleplaying a human raised as kobolds would be weird imo.

Dex gives you a bonus to AC and Reflex Saves, while Wis gives you a flat bonus to Will saves, both of which are important when you're a front-line class and inevitably the target of compulsion/immobilization spells. It's not something you need to focus hard into, but it's also not something you should dump.
I think the idea of a raging 3 foot lizard thing is pretty cool as well, but when push comes to shove it's really not going to be that effective barring cases where the dice are merciful and the DM wants to see something cool happen.
Personally? I'd have the following stat spread:
7 Charisma
8 Int
8 Dex (bumped to 10)
11 Wis
12 Con (down to 10)
20 STR (down to 16)
Put a Skill point into Linguistics to learn Common, or don't put a point in at all and be the guy that growls, gesticulates and barks to get his point across.

Out of all the 40k RPGs (bar DH2, but then again, i've only ever played DH1, Black Crusade and Only War), Only War feels the most 'solid'. It's not exactly a hard game to play, as long as the GM is having you fight appropriate enemies, and thanks to the aptitude system it's pretty easy to build a strong character within a few sessions. It's also an incredibly versatile system that you could easily bodge for most non-40k settings.

Our final session of shadowrun happened.
After the explosion at the hilton the team regrouped at a german stuffer shack, the usual suspects were here;
- Greenskin, an orc street sammy with more guns and ammo than most european countries who had seen wayy too many classic Arnold Schwarzenegger movies. Often smokes cigars.
- Stark, an elf wizard with a short temper and a love for the high life. (He once spent 20,000 nuyen on a classic 1994 bottle of whiskey and hired a butler to serve him it.)
- Spooky Boogie, a cockney human technomancer anarchist with diabetes.
- Hatori, a human infiltrator with a stealth suit and a vibroblade katana.
- Jumper, a dwarf rigger who wore sweatpants constantly and spilled spaghetti around women constantly.
And this is who ARES hired to kill their political thorn in their side: Breanna McReary
Outside of the Stuffer Shack Greenskin washed their van off, it was covered in dust from escaping the fall of the Hilton. Sirens sang and news helicopters whirred in the distance around the site of the explosion.
"So what now?" Hatori had asked in his thick asian accent. "I suppose we try and figure out this cult situation" responded Spooky.
Spooky dropped into the matrix to do some ground work on figuring out just where this cult was, they knew it was based in West Berlin, but they had destroyed any chance of checking McReary's corpse or room for clues. He checked the matrix for news of any new religions that had shown up in West Berlin and one fit the bill: The Followers of The Way.
After relaying the information to the team and finding an address they set off to 6287 Toppenstraße, where its church was located.

The van lurched to a halt across the street from the church and Jumper got out of the front seat, the dwarf plodded up to the church. It was a large structure, the designers must have played too much Command and Conquer because it looked like something the Brotherhood of Nod would meet at, with its large sloped design and obelisk esque structures protruding from it. Jumper entered the lobby, inside was a large vaulted ceiling with stairs spiraling to the top, ending near a skylight and a bell.
"Can I help you find the way?" Asked the young elf girl at the desk to Jumper. "Err yes, I was err wondering if umm I could uhhh join?" The girl replied that he should make an appointment and then Jumper got in an argument over theology with her. At the end of this argument, he would shout "Yeah well if I'm so lost and I need to find a way then maybe you'll find your way to an early grave!" To which the girl replied with pushing the panic button under her desk.
Three large hooded figures lumbered out of a side door and to Jumper who immediately began wheezing and reaching for the exit, he fumbled for his inhaler and said over the subvocals "Gonna need some backup."

The lobby was bathed in red emergency lighting, Greenskin sat on one of the hulking monstrosities' corpses its white robes were in tatters. Spooky tried to calm the receptionist down, she was freaking the fuck out. It was now 2:30 AM on a Tuesday, the large glass front of the church had been blocked by a large metal shutter, the entire building locked down when the shooting started and the Van had barely had time to drive inside.
Spooky walked up to Greenskin. "Poor girls nearly jumped out of her skin. She didn't know these guys were.." his voice trailed off as he motioned to the muscle bound creatures, their grotesque appearance was made worse by their wounds. "Whatever, just point me at more bad guys." Greenskin said as he lit a cigar.
The group was a little lost. They had been locked inside of this church, but some further questioning of the receptionist revealed that there was a secret elevator in the back, through the church proper. Thus the whole group walked between the pews, gazing in awe at the large obelisk-like pillars holding the roof up and the large stained glass imagery of a black and red crystalline god holding the earth in its clawed hands.

The Ares LQ-84iC that spooky was piloting stood menacingly in the elevator, its vindicator minigun on its back was spooled with a high pitched whirring sound, the group had decided to stand on top of the elevator and let the drone deal with anyone directly out of the elevator. The doors chimed as they opened and the ear splitting noise of a 60 round burst from a minigun clashed with the elevator music. The group dropped into the elevator to see three dead cultists wielding AK-97s and Shotguns, they were practically swiss cheese. Down the hallway was the tattered remains of a kind of airlock made of plastic doors, beyond it some kind of lab. Spooky piloted the LQ-84iC into the room, minigun still spinning as it ran in, Greenskin, Hatori, and Stark followed it.
In the room were more cultists among lab equipment, a startled scientist quickly threw concoctions into a briefcase and started to run as the shooting started. Stark threw lightning at a nearby cultist, his friend responded with lethal force. Stark caught a round in the chest and fell, his lung had collapsed and he desperately tried to suck in air. For a solid 15 seconds shotgun blasts and automatic fire was exchanged, the drone sliced a hulk in half with its vibroblade claws and when the dust had settled the team was one mage short.
The orc fired a grenade into the room the scientist ran into and a blood curdling screech echoed from it, the LQ-84iC ran in.
It quickly came back out, a large chunk of it missing. The sounds of cracking bone and screaming echoed from the room and out lumbered what Greenskin and Hatori assumed to be something that was formerly a leader of the cult. A large chitinous blade made of bone and muscle protruded from the man-thing as its maw gaped open, what was once a man was made larger and muscular, its form twisted to reveal writhing masses as its face split open. Pincers erupted from its cheeks and it screeched loudly, breaking test tubes in the lab. Hatori stumbled backwards in fear and from the sound, Greenskin's blood pumped. He wasn't about to come all this way to die to this thing.
Greenskin dropped his weapon and pulled Hatori's vibroblade katana from his sheath. He charged the creature with lethal intent, and sliced one of its arms off, the thing screeched at him again and he flinched slightly as it swung its armblade at him. Greenskin blocked it with the Katana, pushing it to the side, it was then that Greenskin saw his opportunity, he had made the creature leave itself open, he ditched the katana and thrust his arms out, double barreled shotguns slid from his sleeves into his hands and he fired both shotguns into the beast's maw, it split open, spraying blood and chunks of muscle across the room.
Hatori recovered and grabbed his katana, took a sample of the chemicals these cultists had been using to hulk themselves with and they all returned to the elevator. The three of them rode it back to the church.

The elevator doors opened with a ding, the red emergency lights had been replaced with darkness. Jumper had just finished calling for help on this floor over the comms, something about drakes and S-K. Hatori peeked out of the elevator and into the church, the whole area had an eerie silence about it as he snuck out, carefully looking around. Greenskin shouted out "Hey! We know you're here, who hired you?!" a radio garbled voice shouted back "If you come quietly we promise that [U]we[/U] won't hurt you." Hatori, looked where the voice was coming from, it was difficult to find what direction to look as the voice echoed off the walls, but he spotted him, a drake with an HK XM30 trained on the elevator.
In a swift movement, Hatori uncollapsed his bow and fired an explosive arrow at the drake. It struck its target and blew its arm off, knocking it to the ground. The explosion echoed off the walls and in the instant afterwards the mechanical clacking of suppressed gunfire reverberated in the church as well, Hatori rolled out of the way as the tiles on the floor and wall behind him crumbled under the high caliber rounds impacting it.
The drake had missed and in doing so revealed itself, Hatori fired an incendiary arrow at it, which struck it in the chest and started cooking off his ammo on his vest. The drake popped like firewood as 7.62mm rounds cooked off, perforating itself with shrapnel. The drake hit the ground and Greenskin and Spooky exited the elevator, the three of them ran to the lobby where they started to hear a muffled sound similar to a ducted fan, Hatori looked above him and saw it, a helicopter had positioned itself over the sky light and a third drake was pulling Jumper's unconscious body up the stairs towards it. Hatori pulled his grapple gun and fired upwards.
The grappling hook pierced the helicopter, its barbs extended into the steel, locking itself into place. Hatori reeled it in, grenade in gecko gloved hand. The drake dropped Jumper, and pulled a pistol to fire, only managing to get one shot off and missed as the infiltrator whizzed past him. He slammed into the helicopter and planted the grenade on the bottom of it, flipping upsidown he pulled his hand out of the glove, attatching the grenade to the body of the machine. He pulled the pin and jumped off the side, sliding down the roof he caught one of the obelisks on the way down with his other gecko gloved arm and pulled it out of his socket. He was stuck hanging there as Greenskin opened up on the Drake with his RPK inside of the church and the helicopter exploded, veering off into an office building down the street. From his vantage point, Hatori could see blacked out SUVs driving up to the church and could hear sirens in the distance.

5 Years later, Jumper, Greenskin, Hatori and Spooky all would meet at their favorite bar in Tokyo. The four of them were doing Sake bombs in the anniversary of their fallen comrade, Stark. It was 4 AM and they were the only people left in the bar at the time when a man in a suit would walk in and shake their hand, introducing himself as Herr Johnson. A business card was slid across the table, branded with the words Saeder-Krupp in raised lettering. S-K Had come to collect and coerce them into a job.

There's a lot I left out, but that's more or less the gist of it with some editing to try and make things a little more understandable. Before you tell me ARES would have just left them there, they knew the name of their Johnson and their company and everything, Johnson knew it and had to cover his ass before they managed to start a war between them and S-K.

of course it is. you should never be able to make 'mistakes' while making a character in a tabletop game, everything should be fair game. mistakes are subjective and as long as you have fun its not really a mistake. have you ever played a wizard who doesn't have any offensive spells? its quite an interesting take and was very fun roleplay wise.

There's a difference between a "mistake" and a mistake. Making a shield-focused Fighter (Viking) using an axe is a "mistake." Making a CHA/STR heavy Mage with INT as a dump-stat wielding a whip is a mistake.
No one should feel unwanted or unneeded in a party. Your mileage may vary depending on the human variable, I'm just treating this as a situation where there's the risk his kobold barbarian might legitimately fall behind the rest of the party in terms of ability. A fun character doesn't have to be mechanically sloppy, and a mechanically sloppy character can definitely not be fun.

Nah, there's doing cool stuff and being sub-optimal, and there's "Whoops, I'm terrible at the thing this character was intended to be.", which is easy to do in 3.5/PF. It's a flaw of the systems really.

Bought a good laptop, a pistol, a good apartment, a library's worth of books, and other stuff that isn't worth marking on the sheet. I remember that. I got eaten by wolves, one missed a jump and snapped his neck, and the other one got eaten by a grue.

To-do list for my next SR game:
Get paid for blowing up a corporate complex
Establish a secret lair in the Seattle subway system
Build myself and the decker hoverboards
Get more drones and targeting software
Modify some shotguns to take ammo belts
Fit a cannon to the drone that has an MG and the two automatic shotguns and a grenade launcher on the other so I can abuse the suppressive fire rules
Electrify our melee guy's claymore
And a bit of interior design
