Just got 2 days for literally nothing. I didn't speak anything during the match, I didn't do anything report worthy. Yet, 2 days of LPQ. The only thing I can think of is when I disconnected for the match for about 4 seconds. Is that report worthy? Or is there something I'm missing here.

you [I]need[/I] first blood so you can get some tranquils up early; with that movespeed advantage you become an unstoppable monster in lane. the nova + frostbite combo is possibly one of the deadliest things to face at level two, so make sure you leverage it and have a willing lane partner who can shit on your target

If I recall its from an old build when Jinada worked differently than it's current incarnation. BH got Jinada reworked but the item still remains as a suggestion.
It's still a viable item, but only in certain situations like if the enemy team has a brood mother or a Phantom lancer. The cleave helps a lot.

Sometimes i play Sniper because i like being a little shitbag. I know he's a squishy, low-skill cunt (the only skill you need with him is positioning to make up for being made of fucking sugar paper).
In the past i've actually invested in an armlet on him. Worked...shockingly well, and helped with health issues. Shadowblade is also pretty much core, despite being countered by anyone who's sane enough to buy dust.
I have a right to having my ass pounded my many, many oiled up musclemen for playing Sniper, but sometimes i just can't help it.

Some heroes that are innately mobile because of their skillset like weaver and Antimage can afford to delay boots for another item. Mostly because the boots wouldn't help them much in terms of escape potential. They can both only be killed by severe lockdown and silences. (or intense burst for weaver)

Treads on BH are woeful, drums solve your stat problems and a bottle removes the need for tread switching. The 38 attack speed is useless for someone who has to wait for their crit to be up a static amount of time anyways, you need the damage

I can understand the pickup to deal with Brood but BF is going to do fuck all against PL
Is Tranquils viable on Rubick? I tried it on him and it was pretty sweet when I combined the MS with Euls and Drums. Combined that with Blink Dagger and I had some decent mobility and mana regen.

that's not even what I'm talking about, I forgot to quote, but I'm saying players shouldn't go "I always build Phase/Treads/Tranquil on X hero". you should be flexible depending on team compositions.

The cap is your refresh rate if v-sync is on, otherwise it's 300 fps (fps_max x)
