Because when playing with randoms you can't expect the support get Vlads for you, so you have to get it on your own.
Also it stacks with orbs and is an extremely good item overall.

Giving it the NO NEVER BUILD reputation is the only way to stop people from making it at retarded times.
Vlads is overall a late-game item that a support should buy unless you are part of a few specific heroes like Ursa, Lycan, BH, early-teamfight AM etc.
