It's during the Xbox event, so it'll most likely be an exclusive once again. Sad, but to be expected.

The 3DS Sonic Boom was actually alright, Sanzaru's a pretty good dev so this one might not be such a trainwreck.

They didn't say they gave up the idea. In fact, the reason they gave for removing it was along the lines of "It didn't make sense to introduce paid mods for a game with an already established modding scene".
So they might try it again with a fresh release like Fallout 4.

going by the PG twitter is not a good idea.
The one thing I want from nintendo is a new Advance Wars or Battalion Wars game for 3DS.
people were talking about how paid mods might return in a future game, but unless bethesda creates a free to play little big planet type game or project spark clone it's not going to turn out well.
those are the only types of games i can see paid mods/ugc working, and only under the condition that the games themselves are free.

I'm going to give them the benefit of the doubt, the show is actually alright when compared to its horrible video game counterpart.
So I won't judge this game just because the first one was horrible, it could actually end up being a great improvement.
