Maybe it's not the way Valve would tease it but I imagined the following.
Valve shows L4D3 trailer, new zombies, new survivors. At the end, the video fades out leaving the "3" on a black screen in complete silence. It glitches out for a few frames, changing to the orange Half-Life font and disappears, promptly followed by the iconic Gravity Gun activation sound.
Probably not going to happen and surely not this way. Valve will probably do something way more sophisticated then a simple teaser for a game like Half-Life 3.
Wouldnt normally the next Elder Scroll game be revealed soon? It's been like what 4 years?

I know they're going to that D23 expo in November, but that's still so far away.

I think Valve is too business-minded to hint at H3 when they know just a L4D3 teaser will be enough to want fans to throw more money at them.

they immediately worked on the writing for fallout 4 after the release of skyrim, which was in 2011
once the next gen consoles shipped (2013), they got a new game engine where they spent 2 years putting everything together and 1 year polishing everything.
realistic worst case scenario:
they worked on the writing for fallout 4 as soon as next gen consoles shipped, they're reusing the same game engine with a different name and slightly improved features. they look at mods and don't bother to do anything award winning because they could just get steam to charge for them.
engine name is "Combat Engine" which is a rehashed creation engine with some skyrim assets left behind
