In a way, you [U]can[/U] spam the laugh in Dota by saying "lol" in the chat constantly, but you can be reported for that and of course there's always the mute option.
To be honest, i spammed laugh when playing some champions in LoL. Singed was just too good if you had your enemies so mad at you that they would just chase you.

doesn't dota 2 in particular also have /laugh for stealth laughing
pretty sure 'bind l "say /laugh"' is working, at least for me

Spamming laugh is super effective is LoL because not only is it annoying but the voice acting is also awful.

Playing against a good one was really irritating. He was almost unkillable, and killed you if you chased him.
Not to mention, he totally fucks some team comps with that damn fling (or totally screws you over, because often he flings in something like the equivalent of Treant into your team)

To be honest, singed was fun as fuck back when I played lol for a short while, maybe because you get [URL="http://www.youtube.com/watch?v=aeh-ndEPtmo"]so tanky it's not even funny[/URL] if you play it right.
