Sniper doesn't seem to have teeth any more, either. At least, not in-game.

If I had to hazard a guess as to why, it's because Teeth would distract from what Kunkka's face looks like. That sounds weird, but think about the uncanny valley.
A cartoon pirate is mostly forehead, eyes, nose and beard.
A real pirate is a whole face, with bristling whiskers, squinting blinking eyes, and gnashing teeth and more detail than holy fuck.
Giving Kunkka teeth which he'll flash when he opens that bilge swilling rumhole of his would detract from how he looks, and move more toward making him look like the talking portrait that sings the spongebob theme.
Then again, maybe I'm wrong and Valve have got a pair of dentures in the top desk drawer.

he's a pirate it's not all that uncommon for him to have bad/no teeth
I honestly still feel like Kunkka should have teeth. I'm certain Kunkka's not a pirate; he's an Admiral in some island navy, so he should have some teeth. Seeing him talk with just that dark void inside his mouth just seems unnatural; he doesn't need the squinting blinking eyes or the bristling whiskers, just give the admirable Admiral a pair of teeth.
There are differences between a sailor and a privateer, and I am oh so certain that Kunkka is not a pirate. If he gets additions to his lore stating that he plundered Slithereen treasure-vaults, then he's probably a pirate, but currently it isn't in his lore.
