I like to think that they're in the files because somebody at valve considered putting them in, but they got shot down by other people for being unfitting/ not looking good, but they were never removed from the files.

If that were true then the set wouldn't have been put in. The ridiculous hat was already in the game, and if that didn't deter them, I don't think the space marine pauldrons or boat cuirass are going to change anyone's minds.
I just hope someone at Valve is trolling us with this.

this is gonna be completely redone when I finish though because I've accidentally made them sliiiiiightly too small to be printed at the highest possible resolution. I love how crowded it looks when they're together though.
