Ah ah, careful. Saying PL isn't balanced isn't the same as saying PL is OP. What PL is is imbalanced. He can carry as hard as all but the strongest carries, yet can flashfarm and push insanely well without any items. With nothing but a Diffusal, he has already activated (capable of getting kills consistently).

Saying something is imbalanced means it is either OP or UP, and I doubt he said PL sucks.

You're right, he has just listed reasons for being OP but I would argue that imbalanced is not the same as OP or UP...
If you had a hero that could instakill half the hero pool but do absolutely nothing against the other half, they might not necessarily be objectively OP or UP, but certainly isn't 'balanced'.
(Maybe a stupid example, but you get the idea)

The head is fuckin disgusting. It looks like a giant childs mallet. Omni has some really nice items but he also has some of(if not) the worst items in the game

What's even better is when Centaur or Huskar proc it while using DoubleEdge/LifeBreak.
I once had a Huskar rage quit when he literally killed himself from full HP by lifebreaking me while our Pugna had him decrepified.
