I think the idea is you support early on and can easily farm when nobody is looking to turn into a carry later.
Also people saying 46 damage breaks a hero need to buy a quelling blade.

You run support naga because she has a BKB piercing disable and the fucking ultimate, as well as E boosts your team's damage massively in fights if you land it properly.
And to do that, she needs jack shit other than a few levels.

Decent nuke, [U]great[/U] lockdown because it goes through bkb on top of one of the most game-breaking teamfight ultimates. And all of those function without Naga having items
You can also single out people that uses their bkb before your ult.

She can push/counterpush easily with her Riptide/illusion combo, not to mention scout with them, ensnare people even through BKB, has a great nuke that scales late game, and has a get-away-free button in case shit goes wrong for your entire team.
She's a very decent carry, but she's by no means a bad support. Hell, she's honestly one of the best supports in the game in my opinion.

She's also ridiculously tanky (all that armor and good stat gains) and can do all that above with no farm at all.
