I'm not sure if Fury Swipes work with 0 attack damage, Lifestealer can't use Feast if Razor drains all of it so it could be the same for Ursa.

fury swipes gives bonus damage per stack independent of the current amount of damage ursa has so yeah it still works with 0 damage
