It's literally a girl with big ears and a tail than something that more closely resembles Meepo and could very easily be a genderbend of other heros.

I dunno where that Femeepo art came from, but she almost looks as if she wouldn't be out of place in something like Final Fantasy as a kooky "miner" party member. Also she looks alright, though not all that Meepoish; sure she has the shovel and big ears and blue hood, but for all we know she could simply be trying to cosplay as Meepo.
