That'd be a bit too zany; sure it'd fit into something like League, but Dota has more of a "seriousdark crazy" air about it rather than a "zanywhooprainbow crazy" air like League, so having Haste be rolling would be a bit too far, and having his legs move super-fast would also be a bit too zany for Dota.
The way I see it, it's kinda like Batman; League is the 60's Batman serials, whilst Dota 2 is more like the Batman movies directed by Tim Burton, the ones before Joel Schumacher tried to blend the zanyness of the 60's with the gothicness of the 80's and resulted in titles such as Batman Forever and Batman & Robin. Being both gothic and camp probably isn't someone can do and expect it to be perfect; or it could be that gothicamp can be done right and Joel Schumacher just plain fucked it up.
Long story short, Pudge shouldn't roll unless he gets a skill similar to Tusk's Snowball, which ain't gonna happen since he seems solid already.

On a more serious note, how on earth do you counter a good visage? He seems to be the king of wrecking when he can micro his stuns/slows onto one target.

Although this probably belongs in GC,
Don't try 1v1ing him if he's any good because you will get shredded by him and his birds. You also have to take down his Cloak charges before you get him squishy, so DoTs or high attack speed would be good.
