The force of the bullet wouldnt send you flying at all...You can shoot a 9mm in space and be just fine. Now if you're firing fully auto you might start to drift a little bit.

It's still not a lot though. According the the holy bible projectrho which reckons recoil in space for sidearms is actually overrated: "bullet momentum 4 kg m/s, fired from 40 cm from the center of the axis, the angular momentum imparted to the marksman is thus 1.6 kg m2/s. Divide that by marksman's moment of inertia, and you get an angular speed of 0.05 rad/s, or less than 3 deg/s." or to use as propulsion, it'll give you 0.12m/s Delta V.
Whatever happened to the armed drone idea? That seems to make the most sense.

Wouldn't the drone float away too? Besides, wouldn't robots be super accurate and quick with their aim? If the game is to be realistic a single robot should be able to clear a room of ten people with a pistol in one second. why not use Shoes that stop you from drifting with the power of science? (grappeling hooks and thrusters would be fun too) If shooting actualy had you floating away, why not turn around and shoot in the direction you're floating?

For example, here on Earth, when doing a clay pigeon shooting activity in 2nd year of highschool I witnessed a rather small person given the same shotgun as everyone else. While most people could comfortably deal with the recoil this wee guy toppled over backwards when he fired it. My point is that guns can still apply significant rotational force - it just depends on the gun and it's round.
