I'm using OBS to record, I'm recording straight 30fps and rendering at the same as a 360p mp4 (playing at 720p so I'm using OBS's shrinking to keep the recording stable.)

I offered an extremely easy way to get a video that's watchable and good enough for youtube. By disabling resample you cut any possible problems with that frame ghosting shit.

Huh, well today I learned something new. I always avoided recording gameplay because it ended up looking like ass. Looks like I should give it another try.
I'm being a big meany because if your video is ghosting resampling isn't the problem. The problem is that your framerates are different.
If your video is ghosting it's a side affect of your video project not being setup right. Recording 30fps and setting up a 29.97fps project will do that. Disabling resampling just hides the issue. Double check your framerates and make sure they match. AKA, if you're recording at 30fps and vegas is set to 29.97, se tit to 30 and make sure your output options are at 30fps.
You don't have to turn off resampling with that, and your project will render quicker if it's going frame-to-frame. I assure you it will fix the problem. Frame ghosting should be seen as a warning sign that your project is not correctly setup, not that vegas is screwing up the project. Use it to your advantage to know when your stuff is configured.

If you disable resampling it will stop it from trying to force those ghost frames when your framerates don't match up. Sure, you can just set up your project properly but I just gave a quick and dirty way to get rid of the issue and it [I]does[/I] work. Go watch any of my videos from the last 5 years dawg.

Yeah, the project was at 29.97, but it's because I read somewhere Youtube needs 29.97 FPS video for best quality, so I'd rather render it at that framerate.
It always ruins the quality of everything I upload, I can only imagine what would happen if it also tried to resample it.
Working and Avoiding the problem are key terms here.
When your framerates don't match vegas will drop and duplicate frames to make the math work, usually and generally introducing minor or noticable stutter depending on the conversion. It's not "solving" the problem.

Youtube accepts ANY framerate up to 30.000
Don't believe those people who say such nonsense. Some particular codecs are however favourable. Generally AVC/H.264 is the best choice for transcoding to YT's system. But not required. Even WMV does a good job.

Is your output profile also 30? Presets override the project settings.
The only case where if they all match and it still blends is if you're dropping frames and you have forceresample on. Otherwise in the like 7 years I've used vegas it has never been like that.
