I'm using a mix of several texture packs for New Vegas that carried over to F3 thanks to Tale of Two Wastelands.
Take a look at [url]newvegasnexus.com[/url] for some packs that you like the look of.
Or at [url]http://fallout3.nexusmods.com/[/url] if you only have F3.
And I'm fairly certain I'm using this ENB for both Fallout 3 and New Vegas, as it works with both.

It's really the combination of the texture packs and the ENB, that give it that look. In some areas, I think it looks fantastic.

I completed the game when it came out and I thought that it was decent, although the graphics were a bit dated. One of the first levels in the game (the bondage club) made my head spin a bit though, that was some violent shit.

When it first came out it had this bug in single player where you fell through the ground as soon as you hopped off the helicopter that flew you in during the intro. 32 player River Team Death matches were great, too, as you could really hide and it was just great fun.
