It's a little too detailed for me. I liked that FO3 one someone posted earlier. Try maybe blurring before doing it.
Topaz Simplify is the PS plugin right?
I tried it on a frame from a skyrim video I made.

It doesn't like the leaves, too high of detail it seems. I bet I can do a batch process for video frames with it.
