The visuals were better, yes, but the handling was the same, and the flying physics were absolutely terrible in comparison. The jet flying was completely nerfed, and coming from the "harder" flying of SR2 it was almost unplayably bad.
The physics aren't exactly noticable (all I can think of is handling, crashing through obstacles and ragdolls) but as far as I'm aware they feel the same as SR2 as well.
The gameplay has been expanded on in the wrong direction. I couldn't care less about the ability to missile kick through a car window, it's a novelty thing and gets old after a while. I'd much rather have had the development time focused on keeping actual half-decent customisation options from the first two games. For example, clothes are now sold as a kind of "bundle" for each section of the body, and the body sliders themselves have been dumbed down into the triangle.
The map felt tiny and pretty bland compared to SR2 as well, the only parts that felt relatively long were the highways, and that's because every car maxes out after about 3 seconds of acceleration. I'd much rather that they would have kept expanding on Stilwater or taking longer to develop the map in terms of size.
All of the above, combined with the over-the-top nature of the story (yes, I'm aware SR2 was OTT, but it had serious moments as opposed to just going batshit crazy for the sake of it) make it a gigantic step down from the first two games. Even the buggy first game feels so much better than TT, and the fourth game seems to be going in the same, pitiful direction as TT.

The handling was far from the same, car handling in SR2 was the worst fucking thing in a video game, I just would not ever drive in SR2 if I didn't absolutely have to and just sprinted everywhere, SR3's driving was actually kinda fun. The jet flying was pretty much 100% identical to SR2 if you used the advanced flying (if you didn't it's your own fault for not looking in the options).
Gameplay was just bad in SR2, all the guns felt super weak, shitty and all the same, the movement felt extremely awkward and most gunfights were just "run in a circle and constantly fire in one direction until enemy awkwardly flops down to the ground"

Changing the handling in SR2 to use the triggers instead of the face buttons felt identical to SR3's driving. When they made all of the hype about this whole new driving system I was hoping it'd be somewhere in between Saints and GTA 4 in terms of "realism". With the jet handling I meant that the banking of the planes and flying in general was awful. The helicopter physics weren't the greatest in SR2 but I never really tried them in TT.

I'd rather have less guns that actually feel unique than a bunch of guns that all feel exactly the same and only look a bit different. SR2 had pretty much no unique or interesting weapons.

pimp slap was only accessible in the game world through cheats. pimp cane could only be earned after beating one of the activities completely. The Minigun in SR3 is more unique than in SR2 because you can't keep it. Same with the flamethrower. And the decker power hammer was much more unique than the sledgehammer.
While picking up scenery was pretty fun it was kind of useless.

If you turn on advanced flying in the options, the handling is nearly identical to how it is in SR2.
Also, I think that SR3 is a step up. When I played the first two they felt like boring GTA clones, especially when compared to San Andreas which actually came out before SR. I mean sure, SR2 had a more interesting map and more customization options, but does that matter when your game isn't fun to play? It was ridiculously easy and the missions were tedious. The third one was entirely its own brand, was interesting and fun to play, and it offered a decent challenge when compared to the originals. I'm looking forward to seeing what SR4 brings to the table. I'm glad that they finally found a formula that works, which is basically "do the opposite of what Rockstar does." Because if they go back to the old ways, and try competing directly against GTA V, they will irrevocably lose.

A minigun or flamethrower are hardly unique. And even then, that's just a few guns that you're only gonna use every once in a while. Almost every gun in SR3 is unique in some way.

I prefer the game mechanics and aesthetic (the game just *plays* better), but unfortunately just about everything else was stripped down. No cool unique locations like the mall or the sea caves from SR2, and the clothing layers were sorta lame. Almost no unique stores, etc

Yeah, I recently played through it again and it's actually a lot of fun. The gunplay is solid, though it could've used more crystal powers in my opinion. I also would've liked bigger areas, it kind of feels like it had the same problem RAGE did, it couldn't decide whether it wanted to be a real open world or not so it's kind of in between.

Wolf '09 gets a lot of flack for being too derivative and pushing it's self away from the series but I sort of enjoyed it. Not as much as RTCW but it was pretty nice and the power system was fun. I cannot wait for New World Order, though. I'm giddy as a fucking school girl waiting for that.
