Despite it's shortcomings, I really liked SR3. SR4 blows it away, my god, there is just so much shit to do everywhere.

The reason why it wasn't working for me is because I purchased an Australian key for it so basically unless some inhumanly friendly American friend or even Euro purchases an key for me I'm buggered.

Its basically a better version of sr3. More extreme, more over the top, more everything.
So if you enjoyed the previous one, then yeah you should definitely get it.
The way I see it, is take SR3. Then improve on everything in it in every possible way. It's the SR2 jump from the Third game. They had everything in place for what they wanted initially, but perfected in this one. The weapon system is fantastic, there are countless activities, the missions have you doing a wide variety of things. It's wonderful.
Are you able to go back on any specific upgrades without removing them all? (like dual wield, or is that system reworked)
Can you revert back weapon upgrades as well? It was really fuckin annoying trying to use any guns and you just end up lighting people on fire.
