My question is that why did the developers of Saints Row just decide that we would change the game from Saints Row 1 where your getting beat the shit out of on the streets of Stilwater to being the President of the United States and then becoming a superhuman with crazy high jumping power and super speed?

They wanted to "separate" themselves from GTA to not be their rival and not limit their fans, as far as I know. Limit their fans, as in, if you'd have GTA and SR, some people would stick with that, others with the other. Now these groups aren't divided, for the most part at least. It's a win-win thing really.

If you can run SR3 you can run SR4, it's much better on the optimization side of things

They loosened up in SR2, trying to find it's own identity, still focusing on being a gang doing gang things, but adding a lot of fun quirks and wackiness to it, why try to compete with GTA when you can instead be your own game?
Then they took the wackyness in SR2 and made it their focus in SR3 because they thought it would be fun, which it was, and then to follow up on that they wanted to take it all out in SR4. It also kept a progressive story where you start off as a recruit, become a leader, turn into a commercial success adored by the city and in the end taking the presidental seat.
Now they'll change the tone of the game again in SR5, so it won't be wacky zany weird stuff that gets the focus, but something else, whatever that will be. I think it's really nice that they have the balls to make a franchise that changes itself. Instead of having sequel games where some are good and some are worse but they are all basically tryin to do the same thing just that some does it better and some does it worse, you instead have different sequels that does entirely different things just within the same setting and style, keeping that silver lining throughout the games. Every installment of the franchise won't be for everybody, and that's a good thing.

Honestly, It isn't needed. Hell the DX10 mode for SR4 runs better than DX9 did for SR3

That argument doesn't really make sense in this case. While Windows 7 is superior to XP, XP always was a really good operating system. You never needed, nor do you need any bias do acknowledge that, hence "rose tinted glasses" doesn't fit here.

XP is now a giant magnet that attracts bugs, viruses and security holes. It WAS good, but it no longer is.
