At the end of 2, the Saints evolved from being a simple gang to being a gang-run corporation/city owner. If you look at the progression, it makes sense. End of the first game, you [sp]lead the Saints.[/sp] End of the second game, [sp]you own Ultor/Stillwater[/sp]. End of the third game, [sp]you own Steelport as a Nation-State.[/sp] So now, you shoot for the big one. The 'Leader of the Free World'. It progresses properly and in a linear fashion.

They didn't own Ultor by the end of SR2, that just sort of happened somewhere inbetween 2 and 3 so that they could do the whole celebrities thing in 3.

They killed the fuck out of Ultor and completely dismantled them.
In SR3 they're basically a clothes store again.

Probably not, because I can see shaundi and viola.
SR3 is missing so much content that it's laughable. Even if you don't dig into the abysmal story, terrible characters, lack of fundamental gameplay features (like replaying missions), SR3 is still a game with a lot less stuff and a lot less longevity.
An integral part of Saints Row is weapons, because well, you kill everybody. How many guns were in Saints Row 3 versus 2? Let's see. DLC and one-time mission weapons not included from either game.

You really shouldnt, though, we've been over this in other threads:
You cant remove what wasnt there to begin with.
They had to rebuild the engine and make an entirely new city, and like SR1, there were time restraints.
So the obvious conclusion is like SR2, SR4 will be vastly improved in most aspects compared to 3, people were even predicting this on SR3's launch, now for the love of god stop spamming every SR4 thread with the same shit, we get it, SR3 wasnt as good as SR2 to you.

If the devs could add so much more from the jump to SR2, why couldn't they do the same with SR3? Wouldn't it be easier if they were working on a new and improved engine?
Saints Row 1 came out late 2006.
Saints Row 2 came out late 2008. That's a 2 year period to make new weapons, new vehicles, new missions, new distractions, new stuff.
Saints Row 3 came out in 2011. That's three fucking years. If they could add all that shit in SR2 [i]without[/i] jumping to a new engine and staying with the old shit one, why couldn't they add the same amount to SR3?

The Pimp Cane and Pimp Slap best make a comeback in Saints Row 4, they are my favorite weapons.

Because the new engine is better. Runs better, runs on much more hardware, graphics can be fine tuned and doesn't crash like a bitch. Easier to work with clay than jello.

What are you talking about? Creating a new engine would take a lot more time than adding weapons to an existing engine. It would take a good portion of the development time to simply create the engine before the rest of the team can get to working on the game.
They can reuse weapons they already had in 3 and make more for 4. It's the same thing they did with SR1 to 2.
SR1 and 2 was also made on an engine originally designed for PS2.

I have a question; Does it really matter how many weapons there are when most of them are reskins of the same exact thing? That's like lauding how TF2 has so many dozens of weapons when the [I]vast[/I] majority of them do the same exact thing as the originals. In terms of both what I felt when playing with them in SR2 and looking at the stats on the wiki I can tell that the grand majority of these weapons, especially in the melee department, have such minor differences that there is no real advantage for using one over the other. Meanwhile every single fully upgraded weapon in SR3 behaves completely different from any other weapons in its class with the exception of melee.
So, in a nutshell. Does SR2 have more quantity of weapons? Of course, by a large margin. But SR3 very obviously has more quality.
They made a new engine for SR3 because the engine for SR2 fucking sucked. It was poorly optimised, suffered from slowdowns all the time, and took far too long to load anything. Hopefully now that they can just reuse the engine and a load of assest from SR3 SR4 will be a large improvement. Kind of like the gap between SR1 and SR2.
Which is what they're saying so I am hopeful.
