I think SR3 kinda made up for this with a crapton of new clothes. Planet Saints was pretty much the only store I needed because they had cool clothing. Sure, there were no layers, but the stores offered so much more of the stuff I liked that it didn't really matter to me.

This game looks quite awesome, and It's coming very shortly from the release of SR3 so I hope it won't be too rushed and will have not alot of bugs.

i ran sr2 on a q9550, 4GB RAM and a gtx570 and it ran like shit; it's utterly broken at least on pc

I usually finish games before I start judging them. I was playing for 30 hours, and I felt like I was just about to complete the game. I had just met the Irish family for the first time when GFWL decided that it wanted to erase all of my save games. I felt like I was really close to the end so I was about to start over until somebody told me that I was about 1/3 done with the game. The whole game up to that point was just tedium so I decided to never play the game again.
It's a ton of fun with trainers in multiplayer mode, though.
I'd say that GTAIV was fairly polished and definitely not irreparably broken - the story isn't everyone's cup of tea and the missions take a while to get going but so what, it's a slow burner. BTW the objective was definitely used in jest ;).
I'd also like to clarify that I don't dislike sr2; I like the story, characters, setting and activities far more than sr3's, It's just that everything other than them is janky as fuck - imaginative perhaps yes, ands one of my favourite games is oblivion so rest assured I know how to handle jankiness, but it is fundamentally flawed. To put it another way, SR2 is a great game assembled poorly while SR3 is an OK game executed well. The poorly assembled one might have more features and be less obnoxious but it's more likely to fall apart in your hands

Broken? Awful controls? Did he play the same game? There was literally nothing at all broken about GTAIV, completely nothing. And the controls were 100% fine, I cannot physically understand how anyone had any kind of trouble with any of the controls.

Vehicles were extremely difficult to control for me. They sacrificed fun for realism; when I played it I expected a fun, arcadey driving mechanic similar to its predecessors, but instead I got Forza Motorsport. It's fine for some people, but I never played GTA games in the past for realistic driving so it was jarring for me. I eventually adjusted to it but just barely. I was never able to look past it. Not that you needed to because what I played of the game was really easy. On foot controls without cover were generally fine but they way their engine behaves it feels imprecise when you wanted to slow down or make abrupt turns.
Controlling the whole game to me felt really imprecise and uncomfortable. I never found it to be a pleasant experience. Broken? Maybe not. Not fun at all for some people? Sure.
The engine worked a lot better in Red Dead Redemption. Riding a horse was a lot more fun than driving a car. It still felt imprecise on foot but I was able to look past it.

The story in SR2 is the best in the series thus far in my opinion, but the controls were even worse than in GTA IV. I was able to put up with it though because the story was actually interesting.

I had more fun driving in GTAIV then any other game I ever played, it's really depends on the person really.
Some people perfer arcade style, I personally hate it.
Also I'll admit that a huge part of the reason I hate GTA IV is because GFWL is the worst fucking piece of software of all time.

I love driving that lets me go fast without really thinking. That's why I love driving in Saints Row 3. Never before have I been able to drive with such precision on a keyboard, they fucking nailed the driving mechanic. I frankly didn't think that being able to drive with that level of precision on a keyboard was possible.
