I'm certain that Apartment is actually one of the stages of Rats. Overpass may not be an actual heist, but just an escape stage set during the day.

Those aren't name of the heists, just places where the heists are happening so you're most likely right about Apartment being from Rats. Haven't played the beta
Maybe someone at overkill accidentally added a ton of new mods to the game and then was about to get told off by his boss so he replaced all the mods with electric center

There's an Overpass escape for the Rats mission so I imagine its that.

My last Rats experience ran with no meth at all, someone blew up the lab instantly. We had nothing to give to gangsters, failed sneaking through apartments so they destroyed the infos. And of course, someone didn't think paying attention of those little bipping boxes under the pile of cash in the bus was worth it.
We completed the heist by failing all objectives and no bags at all. It was like making a comedy movie about shitty criminals.
Oh, and I got electric center at the payday.
I did Rats earlier with some friends, got all but one of the meth bags, got the intel and the cash in day 2, stole all the meth back as well, day three, we got all the money except one bag because I'm bad at throwing.
I've been trying my hardest to run Jewelry store silent, but all I can do is get the safe silently. Every time I try to go into the middle of the store I just alert everyone outside it too and they call the cops.

You've got a suppressor, though.
It can be done without a supresser, just run up to them and hit them quick.
The thing which improves your ability to get guards to surrender is good to have too
